राज्य ब्यूरो, पटना। राज्य के सरकारी विद्यालयों में कार्यरत शिक्षकों का वेतन भुगतान अगले सप्ताह तक सुनिश्चित होगा। इसके लिए शिक्षा विभाग की ओर से समग्र शिक्षा अभियान योजना के तहत वेतनादि के भुगतान के लिए 25 अरब रुपये की स्वीकृति दी गई है। यह राशि वर्तमान वित्तीय वर्ष 2025-26 के लिए है।

825 करोड़ रुपये जारी

इस स्वीकृत राशि में से तत्काल 825 करोड़ रुपये जिलों को जारी किया गया है। शिक्षा विभाग द्वारा महालेखाकार को दिए गए पत्र के मुताबिक इस राशि से पंचायती राज संस्था एवं नगर निकाय संस्था अंतर्गत कार्यरत शिक्षकों एवं उत्क्रमित मध्य विद्यालयों में जिला संवर्ग के स्नातक प्रशिक्षित वेतनमान के कार्यरत शिक्षकों एवं प्रधानाध्यापकों, जो समग्र शिक्षा अभियान से आच्छादित हैं, को वर्तमान वित्तीय वर्ष 2025-26 के वेतन का भुगतान किया जाना है।

शिक्षा विभाग ने आंकड़े एचआरएमएस पोर्टल पर अपलोड करने का दिया आदेश

एक ओर जहां राज्य के सरकारी विद्यालयों में कार्यरत शिक्षकों का वेतन भुगतान करने के लिए 25 अरब रुपये की स्वीकृति दी गई है। वहीं, दूसरी तरफ राज्य में पहली सक्षमता परीक्षा उत्तीर्ण विशिष्ट शिक्षकों के वेतन भुगतान में आ रही बाधा अब जल्द दूर होगी।

इसके लिए ऐसे शिक्षकों के आंकड़े एचआरएमएस पोर्टल पर अपलोड होंगे एवं वंचित शिक्षकों की टेक्निकल ज्वाइनिंग होगी। इसके लिए शिक्षा विभाग की ओर से आवश्यक कार्रवाई की जा रही है।

प्राथमिक शिक्षा निदेशक साहिला द्वारा सभी जिला शिक्षा पदाधिकारियों को निर्देश दिया गया है कि शिक्षा विभाग के एचआरएमएस पोर्टल पर आंकड़े अपलोड नहीं होने के कारणों को ऐसे शिक्षकों को अवगत कराएंगे, ताकि वेतन भुगतान में आ रही बाधा दूर हो सके।

निर्देश में कहा गया है कि पहली सक्षमता परीक्षा उत्तीर्ण 1,81,581 विशिष्ट शिक्षकों की टेक्निकल ज्वाइनिंग कराई गई है। इनमें से 1,75,335 विशिष्ट शिक्षकों के आंकड़े मुख्यालय द्वारा एचआरएमएस पोर्टल पर अपलोड किए गए हैं।

ऐसे शेष शिक्षक, जिनके वेतन भुगतान से संबंधित आंकड़े एचआरएमएस पोर्टल पर अपलोड नहीं हो पाये हैं, से संबंधित सूचना यथा शिक्षक का नाम, सक्षमता आवेदन संख्या, प्रान एवं अन्य विवरण की इंट्री गूगल शीट पर की जानी है।

निर्देश के मुताबिक जिला शिक्षा पदाधिकारी द्वारा आवेदन संख्या, प्रान एवं अन्य विवरण की इंट्री गूगल शीट पर की जाएगी। प्रान के साथ संबद्ध मोबाइल नंबर के परिवर्तन होने के उपरांत ही संबंधित शिक्षक का आंकड़ा एचआरएमएस पोर्टल पर अपलोड हो सकेगा।

इस संबंध भी जिला शिक्षा पदाधिकारियों को निर्देश दिया गया है। ई-शिक्षाकोष पोर्टल पर आधार नंबर की गलत एंट्री या आधार नहीं भरे जाने के मामले में संबंधित शिक्षक जिला कार्यक्रम पदाधिकारी (स्थापना) से संपर्क कर उसे अद्यतन करेंगे। ऐसे शिक्षकों के एप्लीकेशन, प्रान एवं क्लास कैटोगरी भी दुरुस्त नहीं होने की स्थिति में अपडेट किए जाएंगे।

जागरण संवाददाता, पटना। Bihar Weather Today: राजधानी समेत 26 जिलों में गरज-तड़क के साथ 40-50 किमी प्रतिघंटा की रफ्तार से तेज हवा चलने को लेकर यलो अलर्ट जारी किया गया है। कुछ स्थानों पर छिटपुट वर्षा की संभावना है। 48 घंटों के दौरान अधिकतम तापमान में दो से पांच डिग्री की वृद्धि के आसार है। अधिसंख्य भागों में आंशिक रूप से बादल छाए रहेंगे।

4 मई तक आंधी-तूफान के साथ बारिश के आसार

मौसम विज्ञान केंद्र पटना के अनुसार चार मई तक प्रदेश के अलग-अलग भागों में 40-50 किमी प्रतिघंटे की रफ्तार से हवा चलने के साथ कुछ स्थानों पर मेघ गर्जन, वज्रपात को लेकर यलो अलर्ट जारी किया गया है। मौसम में हुए परिवर्तन के कारण लोगों को गर्मी से राहत मिलेगी। बुधवार को पटना व आसपास इलाकों में धूप-छांव की स्थिति बनी रही।

बीते 24 घंटों में हुई बारिश

बीते 24 घंटों के दौरान नालंदा, पटना के आसपास, अररिया व वैशाली में छिटपुट वर्षा दर्ज की गई। नालंदा के हिलसा में 1.4 मिमी, पटना के फतुहा में 1.2 मिमी, नालंदा में 1.2 मिमी, अररिया में एक मिमी, वैशाली में 0.5 मिमी, पटना के दनियांवा में 0.4 मिमी वर्षा दर्ज की गई।

प्रदेश में डेहरी रहा सबसे गर्म

राजधानी का अधिकतम तापमान 34.2 डिग्री सेल्सियस दर्ज किया गया, जबकि 37.4 डिग्री सेल्सियस के साथ डेहरी में सर्वाधिक अधिकतम तापमान दर्ज किया गया। बुधवार को बक्सर, डेहरी को छोड़कर पटना सहित शेष जिलों के अधिकतम तापमान में वृद्धि दर्ज की गई।

राजधानी के अधिकतम तापमान में 3.9 डिग्री सेल्सियस, गया में 1.2 डिग्री, बांका में 2.6 डिग्री, बेगूसराय में 3.6 डिग्री, शेखपुरा में 3.4 डिग्री, नालंदा में 5.3 डिग्री, भोजपुर में 2.3 डिग्री, दरभंगा में 1.4 डिग्री, पूर्णिया में 2.4 डिग्री, किशनगंज में 1.5 डिग्री, वाल्मीकि नगर में 1.7 डिग्री सेल्सियस की वृद्धि अधिकतम तापमान में दर्ज की गई।

राज्य ब्यूरो, पटना। भारत सरकार ने पहली मई से ग्रामीण बैंकों की संख्या 43 से घटकर 28 कर दी है। सरकार के इस निर्णय का असर बिहार के साथ देश के 11 राज्यों में देखने को मिलेगा। गुरुवार को दक्षिण बिहार ग्रामीण बैंक व उत्तर बिहार ग्रामीण बैंक का विधिवत विलय हो जाएगा।

उसके बाद यह बिहार ग्रामीण बैंक के नाम से अपनी सेवा देगा और प्रधान कार्यालय पटना में रहेगा। इससे ग्राहकों को पहले से और भी बेहतर सुविधाएं मिलेंगी।

एक राज्य-एक ग्रामीण बैंक नीति

केंद्र सरकार की एक राज्य-एक ग्रामीण बैंक नीति के अंतर्गत एक मई से 11 राज्यों में एक से ज्यादा ग्रामीण बैंकों का विलय हो रहा है। उनमें बिहार के साथ आंध्र प्रदेश, यूपी, बंगाल, गुजरात, जम्मू-कश्मीर, कर्नाटक, मध्य प्रदेश, महाराष्ट्र, ओडिशा और राजस्थान सम्मिलित हैं।

इन राज्यों में जितने भी ग्रामीण बैंक हैं, उनका विलय करके उस राज्य में एक ग्रामीण बैंक बना दिया जाएगा। इसके बाद देश में ग्रामीण बैंकों की संख्या 43 से घटकर 28 रह जाएगी। सरकार के इस निर्णय का कारण यह है कि ग्रामीण क्षेत्र में बैंकिंग सेवाओं में मजबूती मिले और वे अधिक प्रभावी बनें।

ऑल इंडिया ग्रामीण बैंक ऑफिसर्स एसोसिएशन के राष्ट्रीय महासचिव डीएन त्रिवेदी का कहना है कि ग्रामीण बैंक विगत दो दशक से आकार परिवर्तन की चुनौतियों का सामना करते रहे हैं। 2005 के पूर्व ग्रामीण बैंकों की संख्या 196 थी, जिनका तीन बार विलय हो चुका है और चौथे विलय के पश्चात इसकी संख्या 28 रह गई है।

हालांकि, अभी भी कार्मिकों की सेवा-शर्त प्रायोजक बैंक के समरूप नहीं हुआ है। अपेक्षा है कि इस अंतिम विलय के पश्चात सेवा-शर्त में सरकार सुधार करेगी।

क्या कुछ बदलेगा?

ग्रामीण बैंक का साइन बोर्ड बदल जाएगा। हालांकि, उस पर छोटे अक्षरों में पुराने ग्रामीण बैंक का सांकेतिक नाम भी अंकित रहेगा। वैसे ग्राहकों को पहले से और भी बेहतर सुविधाएं मिलेंगी। इससे डिजिटल और कस्टमर सर्विस इंफ्रास्ट्रक्चर भी काफी मजबूत होगा और बैंक ब्रांच की संख्या में कोई कमी नहीं आएगी।

किसी का भी अकाउंट इन बैंक में है तो कोई फर्क नहीं पड़ेगा सिर्फ और सिर्फ बैंक का नाम बदलेगा। पुराना चेक बुक और पासबुक कुछ समय के लिए मान्य रहेगा और बाद में नया चेक बुक, पासबुक और अकाउंट नंबर मिलेगा।

ऋण और अन्य तरह की सेवाएं पहले की तरह की जारी रखी जाएंगे। वहीं, इस बदलाव के बाद बैंक अपने कस्टमर को मैसेज के जरिए बताएगा कि नया अकाउंट नंबर क्या है।

Mumbai: Net sales of Indian bonds by overseas investors surged the highest in April since the inclusion of local debt on global bond indices, reflecting the undiminished allure of higher returns in the US, and the impact of escalating tensions with Pakistan toward the latter half of the month, market experts said.Reversing four months of inflows, April saw a net ₹13,359 crore of outflow from the index-eligible fully accessible route (FAR) government securities, the highest monthly exit since India's inclusion in the JP Morgan EM index in July 2024, CCIL data showed. Passive investments often closely track the weightings on global gauges."In the first half of this month, dollar yields were volatile amid speculation about the potential dismissal of the Fed chair and retaliatory tariffs, leading to the expectations that dollar yields could skyrocket," said Nitin Agarwal, head of trading at ANZ Banking Group. "The second half of the month has been dominated by escalating geopolitical tensions, prompting investors to go bearish on Indian bonds."Local bonds are now part of three global indices-the JP Morgan emerging market index, the FTSE Russell index, and the Bloomberg Emerging Market local currency government index.Flows had turned negative in October and November last year, before picking up again.The net cumulative flow under the FAR route was ₹8,919 crore from July 2024 to April 2025. एजेंसी, नई दिल्ली। पहलगाम में हुए आतंकी हमले के बाद भारत और पाकिस्तान के बीच बढ़ते तनाव के बीच भारत ने बुधवार को एक बड़ा कदम उठाते हुए Notice to Airmen (NOTAM) जारी किया है।

इस नोटम के तहत भारत ने 30 अप्रैल से 23 मई 2025 तक अपने एयरस्पेस को सभी पाकिस्तान-रजिस्टर्ड और सैन्य विमानों के लिए बंद करने की घोषणा की है। इस दौरान किसी भी पाकिस्तानी विमान को भारतीय हवाई क्षेत्र में प्रवेश की इजाजत नहीं होगी।

इस फैसले को भारत की तरफ से एक कड़ा संदेश माना जा रहा है, जिसमें यह स्पष्ट किया गया है कि किसी भी उकसावे की स्थिति में भारत सख्ती से जवाब देगा। पिछले कुछ दिनों से नियंत्रण रेखा (LoC) पर लगातार संघर्षविराम उल्लंघन और सीमा पार से होने वाली गतिविधियों ने हालात को और भी नाज़ुक बना दिया है।

गुलाम जम्मू-कश्मीर के लिए सभी उड़ानें रद

भारतीय हमले की आशंका से पाकिस्तान इस कदर घबराया हुआ है कि इसने बुधवार को सुरक्षा कारणों का हवाला देते हुए बुधवार को गिलगित, स्कार्दू और गुलाम जम्मू-कश्मीर के अन्य क्षेत्रों के लिए सभी उड़ानें रद कर दी। एक अधिकारी ने कहा कि राष्ट्रीय हवाई क्षेत्र सुरक्षा प्रोटोकाल की समीक्षा के बाद उत्तरी क्षेत्रों के लिए उड़ानें निलंबित करने का निर्णय लिया गया। विदेशी उड़ानों की भी कड़ी निगरानी शुरू की गई है, जिसमें भारत से आने वाली अंतरराष्ट्रीय एयरलाइनों पर विशेष ध्यान दिया जा रहा है।

राज्य ब्यूरो, जागरण, श्रीनगर। सुरक्षा एजेंसियों के अनुसार पहलगाम नरसंहार के मुख्य गुनहगार हाशिम मूसा को उसके हैंडलर कश्मीर से सुरक्षित बाहर निकालने का हर संभव षड्यंत्र कर रहे हैं। इसके लिए वह अपने स्थानीय ओवरग्राउंड वर्कर मॉड्यूल का इस्तेमाल कर सकते हैं। हाशिम और उसके साथी अपने हैंडलरों से लगातार संपर्क बनाने का प्रयास कर रहे हैं।

सूत्रों की मानें तो आतंकी पहलगाम के 25-30 किलोमीटर के दायरे में ही कहीं छिपे हुए हैं और दो अलग-अलग गुटों में बंट गए हैं। गुनहगारों को पकड़ने के लिए सुरक्षा बल ने अपना तलाशी अभियान जारी रखा हुआ है।

फारूक अहमद टीडवा ने की आतंकियों की मदद

हमले की जांच कर रही एजेंसियों के मुताबिक, हाशिम मूसा और उसके साथियों की गुलाम जम्मू-कश्मीर से जम्मू-कश्मीर में सुरक्षित घुसपैठ को सुनिश्चित बनाने में लश्कर के कमांडर फारूक अहमद टीडवा ने मदद की है।

फारूक अहमद टीडवा मूलत: उत्तरी कश्मीर के कुपवाड़ा जिले के कलारूस का रहने वाला है और गत सप्ताह सुरक्षाबलों ने उसका मकान भी गिराया है। फारूक अहमद टीडवा बीते दो दशक से भी ज्यादा समय से पाकिस्तान में छिपा बैठा है। वह पहले हिजबुल मुजाहिदीन का आतंकी था। बाद में लश्कर का हिस्सा बन गया। इससे पहले वह कुपवाड़ा में गुलाम जम्मू-कश्मीर से आने वाले आतंकियों के लिए बतौर गाइड का काम करता था।

जांच एजेंसियों के मुताबिक, टीडवा ने अपने स्थानीय नेटवर्क की मदद से हाशिम मूसा व उसके साथियों को कश्मीर में विभिन्न जगहों पर सुरक्षित ठिकाने उपलब्ध कराए हैं।

क्या 21 अप्रैल को बैसरन में था मूसा?

जांच एजेंसियां यह भी पता लगाने का प्रयास कर रही हैं कि क्या हाशिम मूसा और उसके साथ नरसंहार को अंजाम देने वाले आतंकी एक दिन पहले 21 अप्रैल को बैसरन में मौजूद थे। आतंकियों के जो स्कैच और तस्वीरें जारी की गई हैं, उनके मुताबिक कुछ लोगों ने दावा किया है कि इन जैसे कुछ संदिग्ध तत्व देखे गए हैं। जांच एजेंसियों ने 21 अप्रैल को बैसरन में मौजूद रहे घोड़े वालों के अलावा वहां रेस्त्रां चलाने वाले व अन्य सेवा प्रदान करने वालों से भी इस विषय में पूछताछ की है।

पीटीआई, नई दिल्ली। मौसम विभाग ने बुधवार कहा कि मई में देश के अधिकांश हिस्सों में तापमान सामान्य से अधिक रहेगा। हालांकि कभी-कभी आंधी-वर्षा से तापमान पिछले वर्ष के गंभीर स्तर तक नहीं पहुंच पाएगा।

मौसम विभाग के निदेशक मृत्युंजय महापात्र ने बताया कि राजस्थान, हरियाणा, पंजाब, मध्य प्रदेश, उत्तर प्रदेश, बिहार, झारखंड एवं बंगाल के अधिकांश हिस्सों में लू चलने के दिन सामान्य (एक से चार दिन) से अधिक रहने की संभावना है।

गुजरात, ओडिशा, छत्तीसगढ़, महाराष्ट्र, तेलंगाना और उत्तरी कर्नाटक के कुछ इलाकों में भी लू के दिवस सामान्य से अधिक रह सकते हैं। सामान्य तौर पर दक्षिण-पश्चिम प्रायद्वीपीय भारत को छोड़कर देश के विभिन्न हिस्सों में मई में लू के दिनों की संख्या एक से तीन तक होती है।

आंधी-वर्षा से तापमान में राहत मिल सकती है

महापात्र ने कहा कि उत्तर-पश्चिम, मध्य एवं पूर्वोत्तर भारत को छोड़कर देश के अधिकांश हिस्सों में सामान्य और सामान्य से अधिक वर्षा होने की उम्मीद है। उत्तर भारत में वर्षा सामान्य से अधिक होने की संभावना है जो दीर्घकालिक औसत 64.1 मिलीमीटर की 109 प्रतिशत से अधिक हो सकती है। उन्होंने कहा मई में बार-बार आंधी-वर्षा से तापमान के 2024 के स्तर से ऊपर जाने की संभावना नहीं है।

मौसम विभाग के निदेशक ने बताया कि अप्रैल में लू चलने के सामान्य दो से तीन दिवसों के मुकाबले राजस्थान व गुजरात (छह से 11 दिन) और पूर्वी मध्य प्रदेश व विदर्भ (चार से छह दिवस) में लू के दिवसों की संख्या सामान्य से अधिक रही। मध्य-पूर्व भारत, महाराष्ट्र एवं उत्तरी प्रायद्वीपीय भारत में लू के दिवसों की संख्या एक से तीन तक दर्ज की गई, जो सामान्य दो-तीन दिवसों से थोड़ी कम है।

From decongesting the western airspace to finding a new flight path, top executives of air navigation authorities and airlines are huddled up to find mitigation steps to reduce the impact of Pakistan’s airspace blockade.Simultaneously, the government is considering approaching the International Civil Aviation Organisation (ICAO) to argue that blockade of airspace goes against the 1944 convention of civil aviation, the founding principle of the organisation.Air India and IndiGo are being forced to alter multiple routes leading to escalating fuel expense and longer journey times after Pakistan shut its airspace following the terrorist attack at Pahalgam.People aware of the development said that last week, officials of the defence, external affairs and civil aviation ministry met to discuss alternatives.Airlines were asked to examine the feasibility of a route where aircraft from Delhi can reach the North of Leh and then fly over the Hind Kush entering Kyrgyzstan, Tajikistan enroute to Europe or North America bypassing Pakistan and Afghanistan.In 2021, Air India had started flying the route marked as Papa 500 on aeronautical charts. However, that needs the plane to fly over Pakistan for a short time which must be avoided now, meaning the aircraft has to fly more north and enter Chinese airspace."Airlines have been asked to check the feasibility of the route following which the government can reach out to China for permission. This could offer direct access to Europe and USA without requiring a halt," a government official aware of the plan said.Due to the closure by Pakistan, flights between north India and Europe and North America, are flying south close to Ahmedabad; then turn right over the Arabian Sea to head to Muscat enroute to the destinations.This is forcing Air India to take one stop halts for its flights to the US. IndiGo said around 50 routes could be impacted, while flights to Central Asia have been stopped.However, airline officials said it will also require additional training for crew to operate in such high altitude and the aircraft should also have more than 22 minutes of oxygen on board due to the high terrain.Most aircraft have cylinders to supply oxygen to overhead masks for 12-15 minutes per passenger that deploys in case of de-pressurisation in the cabin. 120775148This time is enough for the plane to descend to 10,000 feet after which they are in an ambient environment safe for humans according to manuals of Boeing, which makes the 777 aircraft. However, aircraft overflying Hindukush can descend only after clearing the range.Hence, it requires extra cylinders to supply oxygen to overhead passenger masks for 25-30 minutes. Currently, a few of Air India's older 777 aircraft are fitted with extra oxygen but the planes it has leased after privatisation do not have that."Air India will have to do a safety feasibility study and fit extra oxygen in the planes for flying the routes. It is a very complex operation and it will not be allowed without ensuring 100% safety," a government official said.According to a Notice to Airmen (NOTAM) which was reviewed by ET, the Airport Authority of India, which manages air traffic control, has instructed pilots flying from Kolkata, Mumbai, Hyderabad and Pune to fly more south before flying over Arabian Sea."Due to aircraft flying from North India coming to Ahmedabad the route is heavily congested requiring more horizontal distance to be maintained between two planes which increases time. So, we are segregating them into different waypoints," an air traffic controller said.Mumbai air traffic control has also deployed additional staff to handle the increased movements while Rajkot airport in Gujarat is being kept open 24/7 for any emergency landing.
