राज्य ब्यूरो, पटना। जल संसाधन मंत्री विजय कुमार चौधरी ने कहा कि बिहार जल संकट के दरवाजे पर खड़ा है। वर्ष 2050 तक बिहार में जल की उपलब्धता घटकर मात्र 635 घन मीटर प्रति व्यक्ति रह जाएगा।

अभी बिहार में प्रति व्यक्ति जल की उपलब्धता 1006 घन मीटर है। इसमें लगातार कमी होती जा रही है। यह खतरनाक संकेत है। हालांकि उन्होंने यह भी कहा कि जल-जीवन-हरियाली के कारण बिहार जल संकट को दूर करने में जुटा है।

इसके सकारात्मक परिणाम भी सामने आ रहे हैं। इसके कारण बीते वर्ष बिहार में भूजल का क्षेत्र 929 वर्ग किलोमीटर तक बढ़ा है। जबकि आजादी के समय बिहार में प्रति व्यक्ति जल की उपलब्धता 5000 घन मीटर से अधिक थी।

पटना आईआईटी द्वारा किए गए अध्ययन रिपोर्ट में यह बात सामने आई है। मंत्री मंगलवार को बिहार विधानसभा में विभागीय बजट पर सरकार का पक्ष रख रहे थे। उन्होंने सदन में विभाग का 7451 करोड़ 14 लाख 99 हजार का बजट पेश किया, जिसे सदन में पारित किया गया।

विपक्ष ने सरकार के जवाब का किया बहिष्कार

वहीं विपक्ष ने सरकार के उत्तर का बहिष्कार किया। मंत्री विजय कुमार चौधरी ने कहा कि राज्य सरकार बाढ़ के समय नदियों के अधिशेष जल को सूखाग्रस्त और जल संकट वाले इलाकों में भेजने की योजना पर तेजी से काम कर रही है।

जल संसाधन विभाग ने बाढ़ के पानी को पेयजल और सिंचाई के लिए उपयोग करने की योजना पर भी अमल करने का फैसला लिया है। इसके लिए कार्य योजना बनायी गई है।

इससे भी राज्य का जल संकट दूर होगा। यही नहीं नदियों के पानी की बर्बादी भी रूकेगी। बाढ़ के समय नदियों का पानी बंगाल की खाड़ी में जाकर व्यर्थ हो जाती है।

जल संसाधन विभाग में 2231 पदों पर होगी नियुक्ति

जल संसाधन विभाग में अभियंता, लिपिक, कार्यालय परिचारी और चालक के 2231 पदों पर नियुक्ति होगी। इसमें कनीय अभियंता के 558, सहायक अभियंता के 351, निम्नवर्गीय लिपिक के 141, कार्यालय परिचारी के 1149 और चालक के 32 पद शामिल हैं।

महत्वपूर्ण जानकारी

• जल-जीवन-हरियाली कार्यक्रम के क्रियान्वयन से 929 किमी भूगर्भ जल क्षेत्र में बढ़ोतरी
• 903.86 करोड़ से पूर्वी कोसी एवं पश्चिमी कोसी तटबंधों का सुदृढ़ीकरण कार्य होगा
• विश्व बैंक की मदद से लागू होगी एकीकृत जल संसाधन प्रबंधन परियोजना
• बाढ़ के पूर्व तैयारी के लिए 1190.72 करोड़ की 372 योजनाओं को स्वीकृति
• नदी सांस्कृतिक क्षेत्र विकास योजना के तहत 37.38 करोड़ से सिमरिया घाट व कल्पवास मेला क्षेत्र का होगा विकास
• 164.57 करोड़ से सुल्तानगंज के अजीगैबीनाथ मंदिर के समीप गंगा नदी के दाएं तट पर पुरानी उत्तरवाहिनी धार में चैनल व सीढ़ी निर्माण कार्य।

केंद्र से 11,500 करोड़ के पैकेज मिलने पर प्रधानमंत्री को धन्यवाद

मंत्री विजय कुमार चौधरी ने कहा कि नये वित्तीय वर्ष के केंद्रीय बजट में बाढ़ प्रबंधन, बराज निर्माण व अन्य सिंचाई परियोजनाओं के लिए बिहार को 11,500 करोड़ का पैकेज देने का प्रविधान किया गया है।

इसके लिए हम बिहार की जनता की तरफ से प्रधानमंत्री नरेन्द्र मोदी और वित्त मंत्री निर्मला सीतारमण के प्रति धन्यवाद देते हैं।

उन्होंने कहा कि केंद्रीय बजट पश्चिमी कोसी नहर ईआरएम परियोजना के लिए वित्तीय मदद का प्रविधान किया गया है। इससे मिथिलांचल क्षेत्र में 50 हजार हेक्टेयर से अधिक भूमि पर खेती करने वाले किसानों को लाभ मिलेगा।

प्रमुख नदियों के तटबंधों को ऊंचा करने की योजना

विजय चौधरी ने कहा कि विभाग ने प्रमुख नदियों के तटबंधों को ऊंचा करने और उन्हें सुदृढ़ करने की योजना बनायी है। इसके लिए केंद्र सरकार से मदद भी मांगी है।

केंद्र सरकार ने सहयोग का आश्वासन दिया है। बीते साल बिहार में रिकॉर्ड बाढ़ आई। सभी प्रमुख नदियों ने जलस्तर का रिकॉर्ड बनाया।

यही नहीं कोसी, बागमती, गंडक, कमला-बलान जैसी नदियों का पानी उनके तटबंध के ऊपर तक पहुंच गया। इसके पहले विपक्षी विधायकों ने मंत्री पर उनके द्वारा उठाये सवालों का जवाब नहीं देने का आरोप लगाया।

राज्य के परिवहन मंत्री मंडीपल्ली रामप्रसाद रेड्डी ने यात्रियों की मौत पर शोक व्यक्त किया है और चिकित्सा अधिकारियों को घायलों को सर्वोत्तम संभव उपचार प्रदान करने का निर्देश दिया है।

अन्नामय्या जिले के मंडल पीआरओ ने बताया, परिवहन मंत्री ने परिवहन विभाग के अधिकारियों से भविष्य में दुर्घटनाओं को रोकने के लिए सख्त उपाय लागू करने का भी आग्रह किया है, खासकर निजी बसों से जुड़ी दुर्घटनाओं को रोकने पर जोर दिया है।

डिजिटल डेस्क, नई दिल्ली। अमेरिका से भारत आ रही एयर इंडिया की फ्लाइट का टॉयलेट ब्लॉक हो जाने के कारण विमान को वापस लौटना पड़ा था। प्लेन में कुल 12 टॉयलेट थे, जिनमें से 11 ब्लॉक हो गए थे। रिपोर्ट के मुताबिक, टॉयलेट ब्लॉक होने के कारण फ्लाइट नंबर AI126 को चार घंटे उड़ने के बाद यू-टर्न लेना पड़ा था।

एयरलाइन ने बताई हैरान करने वाली बात

मामले को लेकर एयर इंडिया की तरफ से सफाई पेश की गई थी। पहले तो एयरलाइन ने इसे तकनीकी कारणों का हवाला देकर विमान लौटने की जानकारी दी थी। लेकिन जब टॉयलेट ब्लॉक होने पर एयरलाइन की फजीहत होने लगी तो कंपनी ने ऐसी बातें बताई जिसने सभी को हैरान कर दिया।

एयर इंडिया ने बताया कि विमान के शौचालय में पॉलीथीन और कपड़े बहा दिए गए थे, जिस वजह से पाइपलाइन जाम हो गई थी और टॉयलेट इस्तेमाल करने लायक नहीं रह गया था। एयर इंडिया के मुताबिक, विमान में कुल 12 शौचालय थे, जिनमें से 8 बंद हो गए थे।

'कंबल, इनरवियर और डायपर'

कंपनी ने यात्रियों के गैर-जिम्मेदाराना व्यवहार के मुद्दे को भी उजागर करते हुए बताया था, हमारी टीमों को शौचालय से पहले भी अन्य कचरे के अलावा कंबल, इनरवियर और डायपर जैसी वस्तुएं मिली थीं, जिन्हें उड़ानों के दौरान शौचालयों में बहा दिया गया था।"

फ्लाइट को वापस शिकागो क्यों ले जाना पड़ा

जिस वक्त विमान के शौचालय ब्लॉक हुए उस वक्त वो अटलांटिक महासागर के ऊपर उड़ान भर रहा था। हालांकि, यूरोप के कुछ शहरों की तरफ विमान को मोड़ने का विकल्प था, लेकिन रात के समय यूरोपीय हवाई अड्डों पर परिचालन प्रतिबंधों के कारण फ्लाइट को वापस शिकागो ले जाना पड़ा।

ये पहला मौके नहीं है, जब एयर इंडिया की फ्लाइट में शौचालय जाम की स्थिति उत्पन्न हुई है। इससे पहले भी ऐसा हुआ था, जिसके बाद एयरलाइन ने बकायदा नोटिस जारी कर लोगों से अपील की थी कि शौचालय में ऐसा कुछ न फेंके जिससे वो जाम हो जाए।

क्यों ब्लॉक हो रहे हैं एयर इंडिया विमान के शौचालय?

विमानों के रखरखाव करने वाले एक इंजीनियर ने बताया कि, एयर इंडिया के कुछ विमान काफी पुराने हो गए हैं, जिस वजह से शौचालय की पाइपों में दिक्कत आने लगी है। अगर शौचालय में शॉल, बेडशीट और तौलिए फ्लश किए जाएंगे तो ये आसानी से ब्लॉक हो सकते हैं।

एयर इंडिया के पूर्व एक्जीक्यूटिव डायरेक्टर जितेंद्र भार्गव ने बताया, 2007 से लेकर 2010 के बीच एयरलाइन को 23 में से 21 एयरक्राफ्ट मिल चुके थे। बाकी के दो इंडियन एयरफोर्स द्वारा वीवीआईपी लोगों को लाने-ले जाने में इस्तेमाल किया जाता है।
