राज्य ब्यूरो, पटना। प्रदेश में भर्ती, प्रशिक्षण और तैनाती (आरटीडी) योजना सफल नहीं हो रही है। वर्ष 2019 में लागू हुई इस योजना का लाभ युवाओं को नहीं मिल पा रहा है।

कौशल विकास योजना के तहत युवाओं को उनकी योग्यता और क्षमता के अनुसार पहले भर्ती कर प्रशिक्षित करना और फिर अंतिम रूप से तैनात (नौकरी) किया जाना था, लेकिन इस योजना के तहत राज्य में अब तक मात्र 3286 युवाओं को ही नौकरी मिल सकी है।

श्रम संसाधन विभाग से मिली जानकारी के मुताबिक राज्य के विभिन्न जिलों में छोटी-बड़ी कंपनियों को उनकी आवश्यकता के अनुसार कर्मचारियों की उपलब्धता सुनिश्चित कराने के साथ ही युवाओं को भी रोजगार दिलाना इस योजना का मुख्य उद्देश्य है।

विभाग द्वारा संचालित इस योजना के तहत राज्य भर के 15,567 युवाओं ने पंजीकरण कराया था। इसमें से 14453 युवाओं ने प्रशिक्षण पूरा किया, लेकिन 3286 युवाओं को ही नौकरी मिली।

जिस कंपनी में युवाओं का प्रशिक्षण पूरा होता है, उसी कंपनी या संस्थान में उन्हें नियमित तौर पर नौकरी दिलाने का प्रविधान है। प्रशिक्षण पूरा कराने के बाद रोजगार या नौकरी उपलब्ध कराने के बाद ही संबंधित कंपनी या संस्थान को विभाग द्वारा राशि उपलब्ध कराई जाती है।

श्रम संसाधन विभाग के मुताबिक कपड़े की बड़ी कंपनी के साथ ही हेल्थकेयर, गोदाम, सुरक्षा एजेंसी, पर्यटन, आइटी, रिटेल, इलेक्ट्रानिक्स, कंस्ट्रक्शन कंपनी, टेलीकॉम, एयरोस्पेस से जुड़ी कंपनियां इस योजना में शामिल हैं।

इन कंपिनयों को ही युवाओं को प्रशिक्षित कर रोजगार दिलाने के लिए करार किया गया था। इसके तहत विभिन्न जिलों में संबंधित कंपनियों द्वारा युवाओं को प्रशिक्षण पूरा कराने के बाद नौकरी उपलब्ध कराना था।

राज्य के बाहर बड़े शहरों में तैनाती के लिए प्रति माह पर्याप्त राशि वेतन के रूप में कंपनी को देना था। इसके लिए प्रशिक्षित युवाओं और कंपनियों की सहमति आवश्यक है। लेकिन, संबंधित कंपनियों की भूमिका संतोषजनक नहीं है।

जागरण संवाददाता, पटना। मुजफ्फरपुर एसकेएमसीएच से रेफर होकर पीएमसीएच आई दुष्कर्म पीड़िता की रविवार की सुबह सवा आठ बजे मौत हो गई। वह स्त्री एवं प्रसूति विभाग की आइसीयू में भर्ती थी। बीते 26 मई को दुष्कर्म के बाद दरिंदों ने उसके गले व सीने पर चाकू से हमला किया था।

घटना के बाद उसे श्रीकृष्ण मेडिकल कॉलेज एवं अस्पताल (एसकेएमसीएच), मुजफ्फरपुर भर्ती कराया था। 31 मई को उसे एसकेएमसीएच से पीएमसीएच रेफर किया गया था। जहां पीएमसीएच में उपचार के लिए करीब चार घंटे प्रतीक्षा करनी पड़ी।

वह एंबुलेंस में ही दर्द से छटपटाती रही। इस दौरान स्वजन उपचार के लिए दौड़ते रहे, पर व्यवस्था जैसे संवेदनाशून्य बनी रही। वह बच्ची तड़पती रही, पर उसकी त्वरित चिकित्सा को लेकर तत्परता तो दूर, किसी ने बात तक नहीं की।

इस बीच सूचना मिलने पर प्रदेश कांग्रेस अध्यक्ष राजेश कुमार वहां पहुंचे। उनके समर्थकों ने नारेबाजी भी की थी। जब मामला तूल पकड़ा तो करीब चार घंटे बाद प्रभारी अधीक्षक के हस्तक्षेप से बच्ची को स्त्री एवं प्रसूति रोग विभाग की आइसीयू में भर्ती कराया गया।

उसके साथ दुष्कर्म के बाद गले एवं सीने पर वार भी किया गया था, जहां चीरा लगा था। स्वजनों ने बताया कि पीड़िता को एसकेएमसीएच, मुजफ्फरपुर में भर्ती कराया गया था।

वहां से पीएमसीएच भेजा गया था, ताकि बेहतर चिकित्सा मिल सके, पर यहां आने के बाद भी वह दर्द से चार घंटे तक तड़पती ही रही और कोई सहायता नहीं मिली। उसे कहीं से कोई सहायता नहीं मिली और स्वजन चारों तरफ गुहार लगाते रहे।

इस संबंध में पीएमसीएच के उपाधीक्षक सह प्रभारी अधीक्षक डॉ. अभिजीत सिंह ने बताया कि बच्ची गंभीर थी। स्त्री एवं प्रसूति विभाग के आइसीयू में उसे डॉक्टरों की निगरानी में रखा गया था, जहां सुबह उसने अंतिम सांस ली।

मुजफ्फरपुर से पहुंची पुलिस ने पीरबहोर थाने की पुलिस की सहयोग से आवश्यक प्रक्रिया को पूरा किया। इसके बाद शव का पोस्टमार्टम के बाद स्वजनों को सौंप दिया गया।
