राज्य ब्यूरो, पटना। सचिवालय से लेकर सरकारी अस्पतालों एवं प्रखंड कार्यालयों में कैंटीन चलाने के साथ ही अब जीविका दीदियां अंचल एवं प्रखंड कार्यालय परिसर की सफाई का दायित्व भी संभालेंगीं।

ग्रामीण विकास विभाग ने बिहार ग्रामीण जीविकोपार्जन प्रोत्साहन समिति (जीविका) से संपोषित सामुदायिक संगठनों के माध्यम से कराने की पहल की है।

सरकार 534 प्रखंड एवं अंचल कार्यालयों की सफाई मद में लगभग 34 करोड़ रुपये प्रति वर्ष खर्च करेगी। लगभग तीन हजार महिलाओं को स्थानीय स्तर पर रोजगार मिलेगा।

वहीं, सफाई कार्य करने वाली जीविका दीदियों को प्रतिमाह 10 से 12 हजार रुपये पगार देने का आकलन किया गया है।

वर्तमान में जीविका दीदियां सरकारी अस्तालों की सफाई, लांड्री एवं कैंटीन का काम संभाल रही हैं। इसके अतिरिक्त जीविका दीदियां अब प्रखंड कार्यालयों में सफाई का काम संभालेंगी।

सरकार ने इस दिशा में कदम उठाया है, ताकि प्रखंड कार्यालयों की सफाई व्यवस्था को बेहतर बनाया जा सके। यह निर्णय जीवीका दीदियों के सशक्तीकरण और उन्हें आर्थिक रूप से आत्मनिर्भर बनाने की दिशा में एक महत्वपूर्ण कदम है।

जीवीका दीदियां अब प्रखंड कार्यालयों की सफाई व्यवस्था को बेहतर बनाने में अपनी भूमिका निभा सकेंगी। इस पहल से प्रखंड कार्यालयों में स्वच्छता बढ़ेगी और जीविका दीदियों को भी रोजगार मिलेगा।

इससे प्रखंड कार्यालयों में कार्य करने वाले लोगों के लिए एक स्वच्छ और स्वस्थ कार्य वातावरण भी सुनिश्चित होगा। इसे लेकर प्रशासन द्वारा सभी प्रखंड विकास पदाधिकारियों से प्रखंड सह अंचल कार्यालय भवनों की मापी कराके क्षेत्रफल का ब्योरा मांगा गया है।

गौरतलब है कि वर्तमान में प्रखंड एवं अंचल कार्यालयों की साफ सफाई निजी स्तर से कराई जाती है, जिससे कई तरह की परेशानियां सामने आती थीं। हालांकि, सफाई के मद में कुछ पैसा भी सरकार स्तर से प्रखंडों को महीने के हिसाब से दिया जाता था।

इधर, ग्रामीण विकास विभाग बिहार सरकार के सचिव लोकेश कुमार द्वारा जारी पत्र के अनुसार अब सफाई व्यवस्था की जिम्मेदारी जीविका समूह के जिम्मे लगाया जाना है।

सरकार स्तर से जारी पत्र में कहा गया है कि सभी प्रखंड सह अंचल कार्यालय भवनों में उचित साफ सफाई बिहार ग्रामीण जीविकोपार्जन प्रोत्साहन समिति द्वारा संपोषित सामुदायिक संगठनों से कराया जाना प्रस्तावित है।

संबंधित कार्यालयों में सफाई करने की दर तथा संबंधित दिशा निर्देश शीघ्र ही अंतिम रूप जारी किया जाएगा। सचिव ने जिला अंतर्गत सभी प्रखंड सह अंचल कार्यालय भवनों की साफ सफाई के लिए कुल क्षेत्रफल संबंधित सूचना प्रपत्र के माध्यम से मांगा है।

हालांकि, इस सफाई के एरिया में प्रखंड सह अंचल कार्यालयों के आवासीय भवनों के क्षेत्रफल को शामिल नहीं किया जाना है।

जीविका समूह की बढ़ेगी आमदनी

जीविका समूह के सामुदायिक संगठनों द्वारा प्रखंड सह अंचल कार्यालय के भवनों की सफाई व्यवस्था संभालने के बाद जहां जीविका समूहों की आमदनी बढ़ेगी।

वहीं दूसरी तरफ प्रखंड सह अंचल कार्यालय भवनों का रखरखाव तथा कार्यालय परिसर भी बेहतर दिखाई देगा। यही नहीं, ग्रामीण क्षेत्र से जुड़े इन सरकारी कार्यालयों पर आने जाने वालों को भी एक बेहतर और साफ सुथरा माहौल नजर आएगा।

गौरतलब है कि यह व्यवस्था पहली बार सरकार स्तर से लागू कराने की तैयारी है। इसका असर प्रखंड सह अंचल कार्यालयों में काम करने वाले कर्मियों के कार्यक्षमता पर भी अनुकूल पड़ेगा।

बीडीओ के माध्यम से जीविका दीदियों को प्रखंड एवं अंचल कार्यालयों की सफाई का काम देने का प्रविधान किया गया है। इस पहल से लगभग तीन हजार महिलाओं को स्थानीय स्तर पर रोजगार मिलेगा। सरकार इसपर प्रतिवर्ष लगभग 34 करोड़ रुपये खर्च करेगी।-लोकेश कुमार सिंह, सचिव, ग्रामीण विकास विभाग

संवाद सूत्र, फुलवारी शरीफ। बिहार की राजधानी पटना से एक बड़ी खबर सामने आई है। फुलवारी शरीफ पुलिस अनुमंडल के अंतर्गत सोमवार की सुबह 3 घंटे के भीतर अलग-अलग जगह पर दो हत्या की बड़ी वारदात हुई। 

पहली हत्या सुबह 6:40 बजे बेउर थाना के बाईपास के पास संजय यादव नामक व्यक्ति की हुई। यह वारदात उस समय हुई जब वह सुबह टहलने के लिए अपने घर भीक्षक से मैरिज हॉल के पास आए थे। 

वह मैरिज हॉल के पास जैसे ही आए, मोटरसाइकिल सवार दो बदमाशों ने गोलियों की बरसात कर दी। घायल हालत में उन्हें इलाज के लिए एम्स ले जाया गया, लेकिन जान नहीं बच पाई। 

इस घटना को क्यों अंजाम दिया गया, अभी तक इसका पता नहीं चल सका है। वहीं, दूसरी वारदात फुलवारी शरीफ मुख्य मार्ग पर टमटम पड़ाव के पास हुई। 

जहां अपने भतीजे के साथ गाड़ी पर जा रहे अनवर आलम को रोककर अपराधियों ने चार गोली मारी। घायल अवस्था में एम्स ले जाया गया, जहां उनकी मौत हो गई। 

भूमि विवाद की सामने आई बात

हालांकि दोनों हत्याओं के पीछे भूमि विवाद की बात सामने आ रही है। अनवर आलम का भी कई लोगों से भूमि विवाद का मामला सामने आ रहा है। 

अनवर आलम का कई लोगों से भूमि विवाद चल रहा था। इसके पूर्व भी अनवर आलम पर भूमि विवाद को लेकर गोलीबारी करने और चाकू मारने का मामला दर्ज किया गया था। पुलिस मौके पर पहुंचकर मामले की छानबीन करने में जुटी है।

Indian insurers have launched student-specific travel insurance policies that cover risks such as visa cancellation and unemployment after study, providing a cost-effective and comprehensive safety net for students overseas.With more Indian students pursuing higher education in countries like the US, UK, Canada, and Australia, the need for robust insurance coverage has grown. Traditional international insurance policies are often expensive and do not cater to the specific needs of Indian students. Recognising this gap, Indian insurers have stepped in to offer more flexible and affordable alternatives.According to the TOI report, these new policies go beyond standard medical coverage. They now include provisions for situations such as visa rejection, revocation, and job loss after graduation. Some policies also cover accommodation costs and return travel in case a student is required to leave the host country suddenly. The introduction of such features has been driven by the rising number of students experiencing disruptions due to policy changes and global uncertainties.Radhika Saran, a 22-year-old student currently studying in Ireland, shared her experience with The Times of India, “My medical expenses were all covered, and the settlement was seamless. My policy is much cheaper than the global insurances available here. I purchased a flexible policy and selected add-ons like emergency fund access as well.”The affordability of Indian policies is another major advantage. Industry estimates suggest that Indian student travel insurance costs around one-third of what global counterparts charge. For example, a $100,000 medical insurance policy purchased abroad may cost significantly more than a similar policy available through an Indian insurer.Meet Kapadia, head of travel insurance at Policybazaar, noted the growing demand, “The US and Canada continue to dominate, but we’re also seeing students heading to countries like Germany, Ireland, and Australia. There’s a strong shift towards comprehensive Indian policies with student-friendly features.”Insurers such as Bajaj Allianz General Insurance and ICICI Lombard have reported an increase in students opting for domestic insurance with additional coverage options. Aashish Sethi from Bajaj Allianz remarked, “Many students are seeking more comprehensive packages that include job loss, psychological counselling, and emergency family visits.”Priya Deshmukh, head of health products, operations and services at ICICI Lombard, added, “Students can get add-on covers tailored to their destination. We have seen a rise in uptake especially for covers that support students facing post-study employment gaps.”However, despite the cost advantages and added features, some students still prefer university-recommended insurance from foreign providers due to easier claims processing within the host country. Nikhil Jain, founder of ForeignAdmits, explained, “For study in the US, university-mandated plans often simplify the claim process, so many students opt for them to avoid administrative hassles.”To strike a balance, education consultants recommend a hybrid model. Dilip Oak, founder of a Pune-based overseas education consultancy, told TOI, “We work with a lot of students who purchase minimal international insurance to meet university requirements and supplement it with more extensive Indian coverage. This helps them manage both compliance and cost.”As more Indian students head overseas, the insurance industry is evolving to meet their needs with customisable and economical options. These new offerings are set to become an essential part of student planning, reducing the financial risks associated with international education.(With inputs from TOI)

India’s defence stocks retreated on Monday, as investors locked in profits following last week’s sharp gains. Shares of Cochin Shipyard, Mazagon Dock Shipbuilders, Hindustan Aeronautics Ltd (HAL), and Garden Reach Shipbuilders & Engineers (GRSE) fell as much as 4%, pausing a spectacular run-up driven by bullish sentiment around new order flows and the success of Operation Sindoor.Shares of Mazagon Dock slipped 4.2% to Rs 3377.40 on the BSE, while Cochin Shipyard declined 3.7% to Rs 1960.05. HAL dropped as much as 3% to Rs 4972.10, and GRSE fell 4.4% to Rs 2372.20. All four stocks had logged double-digit percentage gains in the previous week, with Cochin Shipyard and GRSE climbing over 40% from May 9 to May 17.The pullback reflects profit-taking after a dramatic rally sparked by the Indian military’s successful demonstration of indigenous missile and drone capabilities during Operation Sindoor. The rally added Rs 1.8 lakh crore in market value to defence-related stocks since May 9. Drone-maker ideaForge Technology surged 56%, while Cochin Shipyard and GRSE notched up 41% and 40% gains, respectively.Defence PSU HAL, which shared its FY26 guidance during its earnings call held post-market on Friday, had gained 16% last week.Despite Monday’s decline, analysts remain optimistic about the sector’s long-term prospects. Antique Stock Broking expects a sharp acceleration in order flows over the next two years, particularly for shipbuilders like Mazagon Dock, GRSE, and Cochin Shipyard. “We see large orders being placed in FY26–27 led by the ordering of six submarines under P75I, three Kalvari-class submarines, next-generation Corvettes, and P-17B Frigates, besides a host of smaller vessels,” the brokerage said.Antique projects that the combined order books of the three shipbuilders could more than triple by FY27. It has a ‘buy’ rating on Mazagon Dock and GRSE, and a ‘hold’ on Cochin Shipyard due to uncertainty around the scale and timing of the proposed second indigenous aircraft carrier (IAC-II).The brokerage estimates strong visibility on Rs 2.12 lakh crore worth of orders expected to be awarded over FY26–27. These include Rs 36,000 crore for three additional Kalvari-class submarines expected in FY26, Rs 70,000 crore for the P75I submarine program likely to be finalised by FY27, Rs 36,000 crore for next-generation corvettes equipped with BrahMos missiles, and Rs 70,000 crore for the P-17B frigate program.The Defence Acquisition Council has approved Rs 8.45 lakh crore in orders between FY22 and FY25—more than triple the amount cleared in the preceding three years.While Cochin Shipyard awaits clarity on IAC-II, Antique said this overhang does not alter its broader bullish view. “Looking beyond FY27, we see the next wave of large-scale orders led by Project-18 destroyers and the indigenous Project-76 submarine program,” the brokerage noted.The recent run is not without precedent. The Nifty Defence index surged 350% between July 2022 and July 2024, only to correct 38% by February 2025 amid investor caution.
