राज्य ब्यूरो, पटना। बिहार में मतदान का राष्ट्रीय औसत प्राप्त करने के लिए भारत निर्वाचन आयोग दूरगामी पहल करने जुटा है। अबकी बार बड़ी सोसायटी वाले अपार्टमेंटों और आवासीय कालोनी के अंदर भी बूथ स्थापित किए जाएंगे। शहरी क्षेत्र में मतदान को प्रतिशत बढ़ाने के लिए आयोग ने यह पहल की है। शीघ्र ही ऐसे स्थलों को चिह्नित करने की प्रक्रिया आयोग की ओर शुरू की जाएगी।

नगर निकायों की संख्या बढ़कर 261 हुई

दरअसल, बिहार में नगर निकायों की संख्या बढ़कर अब 261 हो गई है। शहरों में बड़ी संख्या में मतदाता अपार्टमेंटों में रहते हैं। विशेषकर राजधानी पटना के विभिन्न विधानसभा क्षेत्रों में अपार्टमेंटों की संख्या अधिक है। साथ ही शहरों में आवासीय कालोनियों की संख्या भी अधिक है। शहरों में बहुमंजिला इमारतों और घनी आबादी वाली कालोनियों के लिए अतिरिक्त मतदान केंद्र बनाने से शहरी मतदाताओं की मतदान केंद्र तक पहुंच में सुधार की संभावना है।

1200 मतदाताओं पर एक बूथ की स्थापना

आयोग ने निर्देश दिया है कि विधानसभा चुनाव में 1200 मतदाताओं पर एक बूथ की स्थापना की जाए। राज्य में वर्तमान में कुल 77895 बूथ हैं। ये बूथ 1500 मतदाताओं के आधार पर बनाए गए थे। शहरी क्षेत्रों में सिर्फ 1167 बूथ हैं जो 5667 स्थानों पर स्थापित किए गए हैं। अपार्टमेंट और कालोनियों में रहने वाले मतदाता अक्सर अपने घरों से निकलकर बूथ की लंबी कतारों में खड़े होकर मतदान करने से बचते हैं।

दूरी नहीं बनेगी मत ने देने की वजह

राज्य में मतदाताओं पर पिछले वर्ष कराए गए केएपी सर्वे में 6.3 प्रतिशत मतदाताओं ने बताया था कि मतदान केंद्र से दूरी के कारण उन्होंने मतदान नहीं किया। इसी तरह से सर्वे में 2.4 प्रतिशत मतदाताओं का कहना था कि वे बूथों पर लंबी कतार के कारण मतदान करने नहीं जाते हैं।

लंबी कतार से भी मुक्ति मिलेगी

अपार्टमेंट में बूथ स्थापित करने के बाद बूथ की दूरी मिट जाएगी और साथ ही लंबी कतार से भी मुक्ति मिलेगी। लोकसभा चुनाव में मतदान प्रतिशत बढ़ाने को लेकर आयोग की ओर से बुजुर्ग मतदाताओं को घर पर मतदान की व्यवस्था भी किया गया था।

इसमें 85 वर्ष से अधिक उम्र के मतदाताओं और दिव्यांग मतदाताओं को सुविधा दी गई थी। इसका लाभ हुआ कि लोकसभा चुनाव 2024 में 7902 मतदाताओं ने होम वोटिंग के माध्यम से वोट किया था। इसमें 85 वर्ष और उससे अधिक आयु के कुल 4679 मतदाता थे जबकि 3223 दिव्यांग मतदाताओं ने मत डाला था।
